The mistake

The refusal is not the problem. Reapplying without understanding it is.

A new application does not automatically fix the reasons behind the first one.

Whatever the officer was not satisfied with the first time is still there on the second reading, unless something has been done about it. These are the areas that most often carry the decision.

Start with the letter

Bring the refusal letter. That is where the conversation starts.

Instead of guessing what went wrong, we start with the document that states what concerns were raised. The letter names broad grounds without the reasoning; the officer notes in your IRCC file usually carry considerably more detail, and they can be requested. Reading the two together is how the actual concern gets identified.

Before you spend anything

Before you submit another application, ask yourself five things.

Another application costs you fees, documents, biometrics and weeks of waiting. It is worth knowing what you are changing before you spend any of it.

Something has to be materially different, not just longer.

02Have the previous concerns been addressed?

Directly, in the new application, rather than worked around.

03Is the purpose of the trip clearer?

Specific enough that an officer could verify it.

04Is the supporting evidence stronger?

Stronger, not simply heavier.

05Does the application tell a coherent story?

The forms, the letters and the statements agreeing with each other.

You are entitled to. The better question is whether you can identify what the officer was not satisfied with, and rebuild the application around it. If that is unclear, a second submission tends to leave the same question unanswered.

There is no mandatory waiting period after a refusal. You can apply again as soon as you are ready. What matters is whether anything has changed, because an application that repeats the first one usually invites the same conclusion.
